In the good old days or, in this case, the bad old days, everything had to be manually tracked and counted. Refrigerant accounting was hard work and errors could be made every now and then. Data included used and remaining refrigerant content, the number of tons of CO2, leak checks, maintenance, and so on. All this was noted manually using bottle cards, which was really time-consuming.
